The ITU E.164 list assigns 39 to Italy. AGCOM's numbering plan classifies first digit 0 as geographic numbering and first digit 3 as mobile. The implementing plan writes geographic numbers as 0 plus a district code. That 0 is part of the national number, not a trunk prefix to strip after +39.
Cost
