Romania's country code is +40. From the UK, dial +40 then the Romanian number with the domestic leading 0 dropped. A Bucharest landline printed as 021 XXX XXXX is +40 21 XXX XXXX. A Romanian mobile printed as 07XX XXX XXX is +40 7XX XXX XXX. Do not keep the 0 after +40: +40 021 is a misdial.
How to dial
Use one of these origin formats:

Romanian 0800 is a domestic freephone range. Do not assume a domestic toll-free number will work from the UK. 0801 is a different range and is easy to confuse with 0800. Use the number the organisation publishes for international callers.
