WhatsApp voice calls reach other WhatsApp accounts. They do not dial the public telephone network. When the destination is a bank IVR, a Social Security line, a hospital switchboard, or a relative on a basic handset, WhatsApp is the wrong tool. Reliability and blocking
WhatsApp calling depends on:

Verdict
Use WhatsApp when both people already use the app, the network allows it, and no IVR or landline is involved.
Use a browser-to-phone service when the number is a real phone number, especially banks, government hotlines, hospitals, airlines, and relatives without smartphones. Open the home dialer, paste the E.164 number, and pay the published per-minute rate.
Do not treat browser-to-phone as a chat replacement. Do not use WhatsApp as a Social Security or bank hotline replacement. The tools solve different problems; picking the wrong one wastes the entire hold queue.
